What you need to get started

  1. 01 Registration with APR: forming a company or sole trader under the correct activity code (group 41 construction of buildings, 42 construction of other structures, 43 specialized construction works).
  2. 02 Licenses and registries: obtaining engineering licenses (Engineering Chamber) and the works execution license from the competent ministry, plus entry into the relevant contractor registry where required.
  3. 03 VAT and fiscal duties: registering for VAT once turnover reaches 8 million dinars in any 12 months, with correct application of internal VAT accounting and the reverse charge for construction turnover above 500,000 dinars excluding VAT.
  4. 04 Permits and contracts: securing the investor's building permit and works notification, alongside proper contracts for works execution and subcontractor engagement.
  5. 05 Safety and workers: registering employees for mandatory social insurance, keeping occupational health and safety records, and issuing proper travel orders and per diems for field workers.
