What you need to get started
- 01 APR registration: establishing a sole trader or company with a primary hospitality activity code (56.10 restaurants and mobile food service facilities, 56.30 beverage preparation and serving for bars and cafes, and for accommodation 55.10 hotels and similar accommodation).
- 02 Fiscalization: mandatory installation of an electronic fiscal device (an ESIR plus a fiscal receipt processor, local or virtual) with a security element and issuing fiscal receipts through the fiscalization management system (SUF) for every sale to final consumers.
- 03 VAT and registration: registering in the VAT system (mandatory once turnover exceeds RSD 8,000,000 over the previous 365 days, or voluntarily), applying the standard 20% rate to serving food and drink for on-premises consumption and the reduced 10% rate to accommodation.
- 04 Premises and permits: meeting the minimum technical and sanitary requirements for a hospitality venue, and for hotels obtaining the property category (stars) from the competent authority before opening.
- 05 Accommodation and staff: for hotels, calculating and paying the tourist tax and registering guests in the eTurista system, while registering permanent, seasonal and freelance workers for mandatory social insurance via the CROSO portal.

- Goods accounting for food and drink with tracking of inflows, outflows and stock balance, including booking of price changes and the official minutes on price revisions.
- Recording daily takings and cash operations, reconciled with the daily reports from the fiscal devices and with a record of tips.
- Carrying out and recording regular and ad-hoc stock counts, with calculation of wastage, spillage, spoilage and breakage and the write-off of expired ingredients.
